According to the regional programme framework, the regional HDRs seek to catalyse public discourse and policy processes through research and data compiled on topics that have policy relevance and to spur action on policy areas that are relevant for human development at the regional and national levels. The reports seek to create a space for countries to deliberate common ground on issues of larger interest and crosscountry in nature. These goals imply that a range of regional- and national-level actors engaged in public policy process will use the regional HDRs. This chapter analyses the extent to which the regional HDRs accomplished these goals.
