The evaluation of the role of UNDP in supporting national achievement of the Millennium Development Goals (MDGs) is an independent thematic evaluation conducted by the Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) in 2014. The evaluation focuses on the tools and initiatives provided by UNDP in support of government and civil society efforts to fulfil the Goals, including national reports, advocacy (Millennium Campaign), inclusion innational development strategies and poverty reduction strategies, costing exercises, the Millennium Development Goals acceleration framework, localizing the Goals, etc.

Introduction

This chapter outlines the goals, scope and methodology of this evaluation, which focuses on the United Nations Development Programme’s (UNDP) role in attaining the Millennium Development Goals (MDGs) at the national level. Considerations of scope are of particular note, as the evaluation reviewed a broad range of initiatives implemented over a long period (2002–2014). During these 12 years, the MDGs permeated almost everything that UNDP did. Their widespread use in and beyond UNDP presented a challenge to this evaluation, which had to be carefully delimited to avoid an overly ambitious enquiry.
