Human development is about people, about expanding their choices to lead lives they value. Economic growth, increased international trade and investment, technological advance—all are very important. But they are means, not ends. Whether they contribute to human development in the 21st century will depend on whether they expand peoples choices, whether they help create an environment for people to develop their full potential and lead productive, creative lives.
