Conclusions and policy recommendations

Governments have a key role to play in fostering software capabilities. In countries that have succeeded in strengthening their software industries, the development of a national strategy, based on consultations with all relevant stakeholders, has been a useful starting point. But such strategies need to be adapted to the specific context of each country.
