Cepal Review is the leading journal for the study of economic and social development issues in Latin America and the Caribbean. Edited by the Economic Commission for Latin America, each issue focuses on economic trends, industrialization, income distribution, technological development and monetary systems, as well as the implementation of economic reform and transfer of technology. On the history and political economy of small farmer policies

This paper tries to show that the recent spate of small-farmer policies fit an identifiable historical pattern, and that they are concerned with restructuring the ‘traditional’ agricultural sector (or a certain part of it) in order to achieve the necessary food production and political stability for accumulation to continue more or less unabated.
