The Report on the World Social Situation 2003 examines the issue of social vulnerability. It identifies the sources of social vulnerabilities and explores strategies to reduce them within selected social groups. This year’s Report attempts to increase its relevance by putting forward explicit policy recommendations.



Rights-based approaches and rights deficit

335. Ascertaining and promoting the human rights of various social groups is increasingly being viewed as key to their empowerment and to reducing their vulnerabilities. Chapter VI reviews three attempts to develop a rights-based approach with respect to the advancement of indigenous peoples, migrants and persons with a disability.
