In the 1990s, most of the countries in the region have developed anti-poverty programmes, which are either sectoral in nature or targeted at specific groups. Most have established social investment funds, which use external resources to finance infrastructure projects. Programmes in the areas of education, health and nutrition have also received backing, but have not had the necessary monitoring and evaluation; they have suffered from a lack of continuity, due to the shortage of local funds, and have not been channelled effectively to the poorest segments of the population.
