In addition to dealing with core issues such as children and the family, this publication shows trends in the early 1990s in important facets of social development such as poverty, income distribution, employment, social expenditure, education and pay levels. The analysis is complemented by numerous statistical tables.



Social expenditure by sector

The increase in public social spending was attributable mainly to increased spending on education and social security. As regards education, reforms in a number of countries of the region required large outlays of fiscal resources. The growth in social security spending was due principally to adjustments in retirement and other pensions, amortization of liabilities accumulated by the system or expansion of coverage.
