Introduction

The bolstering of democracy, regional integration and economic growth, the strengthening of financial systems and the reduction of poverty in Latin America were the main issues of concern to Governments of the region during the past year. The attention given to growth reflected the fact that the region's gross domestic product rose by just 0.4% in 1995 and that the 3.4% growth recorded in 1996 went only half way towards meeting the target proposed by ECLAC in order to counteract the increase in poverty. In addition, the focus of public opinion was on poverty, low wages, unemployment, violence and corruption in all its forms.
