This is the second edition of the Best Policy Practices for Promoting Energy Efficiency publication prepared in the framework of the United Nations Development Account project “Promoting Energy Efficiency Investments for Climate Change Mitigation and Sustainable Development”. It provides additional exemplars of the best policy practices for promoting energy efficiency in UNECE region and beyond. The objective of the publication is to present a structured framework of policies and measures to promote energy efficiency investments for climate change mitigation and sustainable development, as well as to develop a menu of energy efficiency policies and measures.




On 25 September 2015, United Nations Member States adopted a set of goals to end poverty, protect the planet, and ensure prosperity for all as part of a new sustainable development agenda to be implemented by 2030. Each of these Sustainable Development Goals (SDGs) has specific targets to be achieved over the next 15 years. Goal 7 “Ensure access to affordable, reliable, sustainable and modern energy for all” underpins success in achieving other SDGs as energy is central to nearly every major challenge and opportunity the world faces today. This goal follows on the UN Secretary General’s Sustainable Energy for All (SEforALL) initiative and the International Decade of Sustainable Energy for All declared by the United Nations General Assembly for 2014-2024.
