More than a decade has passed since the Kyoto Protocol stipulated that greenhouse gas (GHG) emissions of Japan should be reduced by 6 per cent compared to the 1990 level. During this time, political decisionmaking on climate change in Japan has gone astray amid a three-way conflict among the Ministry of the Environment (MOE), which supervises environmental policy, the Ministry of Economy, Trade and Industry (METI), which oversees energy policy, and industry, which centres on Nippon Keidanren (Japan Business Federation).
