The report takes stock of the progress made by Kyrgyzstan in the management of its environment since the country was first reviewed in 2000. It assesses the implementation of the recommendations in the first review. It also covers nine issues of importance to Kyrgyzstan concerning policymaking, planning and implementation, the financing of environmental policies and projects, and the integration of environmental concerns into economic sectors, in particular water management, land management and biodiversity conservation and sustainable management of forests. The report places particular emphasis on the promotion of sustainable development, as the country gives a high priority to this issue.

Information, public participation and education

The first Environmental Performance Review (EPR) of Kyrgyzstan in 2000 emphasized that raising awareness of environmental matters among decision makers and the general public was a challenging but necessary step to achieving sustainable development. The country, accordingly to the first EPR, needed to build adequate environmental observation networks and data management systems for transforming environmental data into powerful policy messages and for mobilizing strong public pressure on both the polluters and public authorities to improve environmental performance. For this purpose, the first EPR made the following recommendations to Kyrgyzstan:
