Since the end of the Second World War, the dominant economic factors in the ECAFE region have been low levels of production and export, balance-of-payments and dollar-shortage difficulties, financial and other impediments to implementation of plans, and varying degrees of inflationary pressure. All these factors have had a direct or indirect bearing on the international commercial and financial policies adopted by the countries of the region.
