This volume contains the report of the International Law Commission on the work of its fifty-fifth session (5 May - 6 June and 7 June – 8 August 2003). The issues discussed at that session included: reservations to treaties, diplomatic protection, unilateral acts of States, state responsibility, and international liability for injurious consequences arising out of acts not prohibited by international law, and responsibilities of international organizations.

Specific issues on which comments would be ofparticular interest to the commission

In response to paragraph 11 of General Assembly resolution 57/21 of 19 November 2002, the Commission would like to indicate the following specific issues for some of the topics on which expressions of views by Governments, either in the Sixth Committee or in written form, would be of particular interest in providing effective guidance for the Commission in its further work.
