Comments and observations received from Governments and relevant intergovernmental organizations

In its 2004 report, the International Law Commission, at the request of the Special Rapporteur, agreed that a questionnaire, prepared by the Special Rapporteur, be circulated to Governments and relevant intergovernmental organizations requesting their views regarding groundwaters. In a circular note dated 23 September 2004 and a letter dated 20 September 2004, the Secretariat transmitted the questionnaire to Governments and relevant intergovernmental organizations (see annex to the present report).
