The Yearbook contains the official records of the International Law Commission and is an indispensable tool for the preservation of the legislative history of the documents emanating from the Commission, as well as for the teaching, study, dissemination and wider appreciation of the efforts undertaken by the Commission in the progressive development of international law and its codification. Volume II (Part One) reproduces the edited versions of the official documents considered by the Commission at the respective annual session.



Shared natural resources

The International Law Commission, at its fifty-fourth session in 2002, decided to include the topic “Shared natural resources” in its programme of work. It proceeded with the examination of the topic based on the three reports submitted by the Special Rapporteur, who proposed a step-by-step approach to the topic beginning with transboundary groundwaters. The Commission, at its fifty-eighth session in 2006, adopted on first reading draft articles on the law of transboundary aquifers consisting of 19 draft articles, together with commentaries thereto. It also decided to transmit the draft articles, through the Secretary-General, to Governments for comments and observations, with the request that such comments and observations be submitted to the Secretary-General by 1 January 2008.
