Managing rapid urbanization is a primary challenge facing many cities, and particularly pressing is the need to provide adequate infrastructure in transportation, water treatment, housing, sewage, and solid waste. However, many local governments—particularly in small and medium-sized cities in developing countries—lack the organizational structures and authority to undertake infrastructure development initiatives.
