Designing and implementing schemes

A detailed study of the country’s past, present and projected trade flows needs to be carried out and assessed in terms of the relevance of the scheme or instrument to be designed and implemented. This would normally include a look at the barriers to trade; the policies that encourage or restrict development of industry and thus the prospects for trade; and the level of competitiveness of the country in the global market.
