Industrial restructuring in Mauritius

The boom of the mid-1980s in Mauritius’ textile industry laid the foundation for the country’s economic development. By the early 1990s, however, this industry had peaked, primarily because full employment had been reached. Strategies taken by the Government to sustain the industry included bringing in ‘guest workers’, de-localizing operations (i.e. taking labour-intensive operations offshore to countries such as Lesotho, Madagascar and Mozambique), and shifting to the higher value-added apparel industry, which also called for more sophisticated design and packaging expertise.
