Since its inception, the International Trade Centre UNCTAD/WTO (ITC) has been aware of the potential for South-South trade. This is not surprising, as trade by definition is an activity involving two or more partners with complementary interests irrespective of their status. ITC’s work programme included, therefore, a number of initiatives aimed at identifying South-South trading opportunities. These initiatives usually resulted in the design of specific activities to enable policy makers and individual enterprises to take advantage of such opportunities. In the 1970s, ITC pioneered specific programmes for regional trade expansion in Asia and in Latin America, as well as at the interregional level between Africa, Asia and Latin America. In addition, ITC prepared a number of surveys on what are presently referred to as economies in transition, as markets for developing country exporters.
