Introduction

Building resilient and quality infrastructure is critical for countries with special needs (CSN), comprising least developed countries, landlocked developing countries and small island developing States, in the Asia-Pacific region to overcome their structural bottlenecks and to promote sustainable development. The infrastructure deficit is already high in the region, with infrastructurerelated assets that are too overstretched, and often of poor quality, to provide efficient services to the region’s citizens. At the same time, demand for more infrastructure continues to grow due to increasing urbanization and expanding populations, which are leading to aggravated traffic congestion, greater air pollution and increased concerns for waste management.
