Limitation of conventional armaments and arms transfers on a world-wide and regional basis

On the contrary, it was estimated that the annual world-wide military expenditure approached $800 billion, of which, it is generally accepted, non-nuclear spending accounted for over four fifths. Furthermore, in all too many instances conventional weapons and armed forces were used in combat, with the resultant death and destruction which was their designed purpose.
