Introduction

In late 1974, the World Food Conference marked international recognition of a series of events that became known as the world food crisis. Attention was focused during the crisis on fears that the world had entered into a phase that would be marked by periodic surpluses and shortages, and high volatility of world food supplies and prices. There was widespread concern that the derfland of developing countries for food would far outstrip their domestic production capacities. Concerted action was sought at both national and international levels to expand food production, particularly in developing countries, to enhance food security, and to strengthen international support for the domestic efforts of developing countries.
