The development of science and technology (S&T) is a sine qua non for the creation of new knowledge and international cooperation – both vital for coping with intensifying global competition in the new century. How should the global economy add to, and share, the world’s intellectual reservoir? How can knowledge be put to efficient use in resolving pressing national issues? How may S&T be used to create new industries, increase productivity and maintain industrial competitiveness? These are all crucial questions for every nation’s economic development.
