In view of the extremely uneven state of economic development of the countries of the region, the exact form of co-operation which would be consistent with an equitable distribution of benefit is not immediately obvious and thus calls for close investigation. This must explain the contrast between the considerable volume of studies and declared support for regional co-operation, on the one hand, and the slow progress of concrete measures of co-operation, on the other hand.
