“New wars” and spoilers

The relationship between the nature of armed conflict and the spoiler phenomenon – how the dynamics of a particular conflict relate to the impact and nature of spoiling – is a key issue in conflict resolution and peacebuilding. This is both a conceptual and a policy challenge. A clear understanding of the nature of different types of violent conflict is necessary in order to anticipate and address spoiling and spoilers. Ultimately, therefore, an understanding of the relationship between the nature of conflict and the nature of spoiling is important for achieving a viable peace process and settlement.
