Strengthening of the security of Non-Nuclear-Weapon states

Almost since the advent of the nuclear-weapon era, the non-nuclear-weapon States have sought security assurances which would protect them from the use or threat of use of nuclear weapons. The need for such assurances has been accentuated by an escalating arms race, the increasing refinement of nuclear weapons and the development of strategic doctrines which, among other concepts, espouse the idea of limited nuclear war.
