The role of non-state actors, asymmetric warfare and the threat of terrorism with weapons of mass destruction have been the subjects of discussions within the disarmament community for many years. Speculation ended abruptly on 11 September when knives, boxcutters and hijacked fuel-laden commercial planes were used by suicidal fanatics to attack the United States. It is incumbent on the international community to ensure that such an abhorrent act never happens again and that global institutions are strengthened to cooperate as a human family against such common threats.
