Expenditures for environmental protection

The overall situation with expenditures for environmental protection in the Republic of Moldova since the first Environmental Performance Review in 1998 has improved. The main reason for this improvement was the increase in available funding that corresponded to high rates of economic growth and the resulting increase in revenues of the State Budget. The National Environmental Fund (NEF) and Local Environmental Funds (LEFs) became the main sources of environment-related expenditures beginning in 2000. The country has been working on improving its legal, policy and institutional framework in the area of environmental expenditures; however, its efforts were sometimes inconsistent. For example, recommendations of the Performance Review of the National Environmental Fund of Moldova and the Chisinau Municipal Environmental Fund done by OECD EAP Task Force Secretariat and the Danish Environmental Protection Agency in 2002 have been implemented only partially.
