Introduction

As the Secretary-General wrote in his 1990 report to the General Assembly on the work of the Organization, we are witnessing a situation in which political developments have fast overtaken the cautious pace of disarmament negotiations. Yet, in the course of 1990 some significant steps have been taken in both the multilateral and bilateral fields of disarmament.
