No country today is immune from the threat of weapons of mass destruction (WMD) or from having its territory exploited by terrorists. This troubling situation underscores the importance of Security Council resolution 1540 to secure national, legal and regulatory measures along with commitments for cooperation on non-proliferation. Additionally, it will require longterm efforts at both the subregional and national levels.
