In the second year following the restoration of constitutional civilian government in Haiti, the authorities emphasized fiscal adjustment, particularly during the second half. They succeeded in reducing the central government deficit both in absolute terms and as a percentage of gross domestic product (2.6%), so that the economy stabilized somewhat, though at a very low level of activity. Growth in GDP(2.8%) was lower than anticipated and slower than the year before, when an influx of foreign capital allowed the country to begin recovering from the negative impact of the trade embargo that had been in effect for three years.
