Human development strategies for the 1990s

The 1990s are shaping up as the decade for human development, for rarely has there been such a consensus on the real objectives of development strategies. The UN Committee for Development Planning summarises this emerging consensus best: "In the 1990s people should be placed firmly in the centre of development. The most compelling reason for doing so is that the process of economic development is coming increasingly to be understood as a process of expanding the capabilities of people."
