Chapter 2 presents the methodological approach that is followed in the Innovation for Sustainable Development Review of Kyrgyzstan, which is based on the National Innovation System (NIS) concept. The assessment of Kyrgyzstan’s NIS, its structure and functioning is undertaken on the basis of the notion of “innovation for development”, in the context of Kyrgyzstan being a lower-middle-income economy. The chapter proposes a number of conclusions and recommendations to complete the process of building Kyrgyzstan’s NIS, as well as to improve framework conditions, NISgovernance and performance.
