All but a few countries have signed preferential trade agreements within their region. Intraregional trade has not, however, surged everywhere. Obstacles remain that go far beyond conventional tariff measures, keeping markets fragmented. This trend ignores the potential for regional trade, spelling lost opportunities for governments and firms, and missed employment opportunities for individuals.
