The interest in climate change tended to wane in the aftermath of the Kyoto conference. During that period, Japan’s greenhouse gas emissions actually continued to rise and did not drop at all. In 2007, on the eve of the Kyoto Protocol’s first commitment period, Japan’s emissions had increased 9 per cent over its level in 1990, which serves as the benchmark for reductions. However, from 2007 on, interest in climate change suddenly grew. This chapter considers various aspects of this shift and their background. It also examines the potential for achieving the goals of the “Abe Initiative”, which proposed “cutting global emissions by half from the current level by 2050”, and offers the author’s personal views on the steps needed to achieve that goal, such as innovative technological development, creation of an international funding mechanism and restructuring of the socio-economic system.
