Population dynamics can contribute to unsustainable patterns of production and consumption and as a consequence to water scarcity that consists of the most significant environmental challenge in the Arab region. This report endeavors to analyze the nexus between population dynamics and water scarcity and to provide recommendations on how to improve policies and programmes addressing water scarcity in order to reduce vulnerability of particular population groups and enhance resilience of populations at risk. The report looks at water scarcity through a population lens in order to enable policymakers and governments to develop targeted and people-centered policies and programmes to tackle their water scarcity issues and to address its differential impact on specific population groups which might be more vulnerable to and less capable of coping with water scarcity.

This report shows that the Arab countries are currently undergoing profound age-structural transitions which will have significant implications for their development. It argues that countries can best manage and benefit from the consequences of the age structural transitions taking place across the Arab region by adopting a life course approach in analysis and policy. However social and economic policies in the Arab countries have not succeeded in integrating this approach. This report therefore suggests reforms across social and economic policy areas including labour market and social protection reforms and suggests how the post-2015 UN Development Agenda can integrate a life course perspective. It brings a new urgency to the debate arguing that transformational change is needed to integrate the needs and potentials of the different age groups in the Arab countries.

It aims to deepen knowledge of the interrelation between population and development issues. The fifth edition of this Report focuses on the millions of young people in the ESCWA member countries suffering multifaceted exclusion which impede life progress of young people and reduce their integration in society. Expeditious short and medium term interventions within declared powerful youth policies guided by the World Program of Action for Youth to the Year 2000 and Beyond and best international practices are needed for national and regional development.

These activities stress the importance to treat youth as a distinct sociodemographic group that needs to be targeted by specific national policies.
