United Nations reform

In 1999, further progress was made in implementing the Secretary-General’s programme of reform of the Organization. The streamlining of procedures in the context of his new vision of management advanced, including implementation of productivity measures, realization of efficiency savings to be deposited in the new Development Account and the adoption of a results-based approach to financial budgeting. Preparations continued for the holding of the Millennium Summit and Forum as part of the Millennium Assembly to begin on 6 September 2000. The Secretary-General proposed that the overall theme should be "The United Nations in the twenty-first century".
