It is well known that, since the introduction of the Uruguay Round international trade measures, non-tariff barriers to the import of foodstuffs from developing countries have become a major source of contention, with exporters regarding them as protectionist while authorities in importing countries consider them necessary for the welfare of their citizens. Health and safety regulations on foodstuffs have been enforced for many years and so are largely accepted and understood by exporting communities. In recent times, however, a whole new area of regulation has arisen in connection with environmental concerns.
