Regulatory and standardization policies

Since the signing of Stabilization and Association Agreement (SAA) agreement in 2006, reforms in the areas of standardization, quality assurance, accreditation and metrology (SQAM) have been geared toward approximating national laws to the EU Acquis Communautaire. While the country had gone a long way in achieving this strategic objective, the complex and multi-faceted nature of the approximation process has meant that capacity-building efforts lagged behind. At the same time, gains achieved under donor-funded capacity-building initiatives have been difficult to maintain due to high turnover rates within State agencies and, in some cases, the lack of resources to sustain gains beyond the international funding cycle.
