The city of Nogales in Sonora, Mexico, shares the international border to the north with the United States city of Nogales in Santa Cruz County, Arizona. From 1951, both municipalities relied on a wastewater treatment plant in neighbouring Rio Rico, Arizona, adjacent to the confluence of the Santa Cruz River and the Nogales Wash. Both countries funded the plant proportionally, on the basis of their respective flow contributions to the facility (IBWC, n.d.).
