EACH ONE OF THE ELEVEN CHALLENGES addressed by this report is significant and substantive in its own right. Each will require major and focused effort in order to be met and overcome. Having looked at the challenges individually, however, our purpose now is to fit the pieces together within an integrated framework that reveals how the water crisis affects the daily lives of billions of people. Presenting this bigger picture serves different purposes: to expose the multiple dimensions of the water crisis, to create an awareness of the complexity of the water situation and of how the many dimensions are tied into the overeaching goals.
