These regional institutions can be of different types of “arrangements and organizations, ranging from ad hoc and informal forums that lack an organizational core, to formal standing bodies that serve a particular purpose” (ADB, 2010). Including informal discussion groupings and fora, or more established ad hoc working groups and inter-country meetings, and even supranational organizations with authority in specific areas. In general, these institutions serve as a bridge between national and regional interests, so as to ensure a solution satisfactory to all participating countries.
