Background on efforts to negotiate a ban on fissile material for nuclear weapons

A ban on the production of fissile materials for nuclear weapons has been on the international security agenda since the establishment of the United Nations in 1945, soon after these arms were tested and used for the first time by the United States of America. As the first country to develop a nuclear weapons capability, the United States in 1946 submitted to the United Nations Atomic Energy Commission (UNAEC) the Baruch Plan, proposing the creation of an International Atomic Development Authority that would be entrusted with “managerial control or ownership of all atomic energy activities potentially dangerous to world security”.
