Where are women in science and technology in 1996? Are women acquiring science and technology education, obtaining credentials, winning jobs and achieving promotion at a rate equivalent to that of men? Information that would answer these questions is scarce, fragmented and difficult to evaluate, although it is clear that in most countries women are undereducated, have fewer credentials, are under-employed and clearly under-promoted. Are women scientists and technologists participating in regional, national and international decision-making and advisory groups? Here it is easy for even a casual observer to confirm that women's presence is negligible in virtually any S&T policy groups.
