Facilitating transport across borders

International trade has played an increasingly prominent role in driving economic growth around the world, and in the Asia and Pacific region in particular. While recognising the importance of infrastructure, however, it is now widely accepted the institutional and regulatory rules governing the movement of goods and people across borders have an equal if not bigger influence on international transport. For the road transport sector, for example, the smooth and efficient flow of transport requires the harmonization of a number of elements:
