It has been, historically, easier to protect an empire than to establish it. The axiom holds in a post-empire age, when a superpower protects its interests through alliances, or, to use the term favoured by its antagonists, neo-colonies. A superpower, by definition, has a global presence and power, which it preserves because the challenge is, almost always, regional. The superpower can, consequently, mobilize its assets from across the globe to subdue a regional challenge.
