工业统计方案目的是为经济体工业活动获取准确的综合统计信息。获得这些信息的途径有：开展统计调查，或通过与行政资源中其他有数据集可用的关联机构来获得。工业统计数据收集通常混合使用这两种来源。采用何种来源取决于具体国家的统计体系。统计体系完备的国家逐渐在采用行政资源来报告工业活动情况。
