This chapter focuses on the complex, dynamic and fast-changing context of migration originating in the Horn of Africa. It is complex because, possibly more so than in other regions, migrant flows are mixed, with a huge number of forced migrants mingling with economic migrants. It is dynamic because the number of people on the move is high and has been rising in recent years, and the routes taken by migrants point in all directions. It is fast-changing because the securitization of the region, coupled with environmental fragility and changing migration policies, means the flows are subject to sudden changes and affected by multiple factors.
