During 1995, with a growing number of major emergencies of all varieties requiring international assistance, the United Nations, through the Department of Humanitarian Affairs, continued to strengthen its coordination support capacity and to act as a focal point for the development of new initiatives to be undertaken by the international emergency response community for the improved effectiveness of international relief operations. Consolidated inter-agency appeals were launched for Afghanistan, Angola, the Caucasus, Chechnya in the Russian Federation, Iraq, Liberia, Rwanda and countries receiving refugees from Rwanda, the Sudan and the former Yugoslavia, but the international response often fell short of the set targets.
